Paul is a 1962 graduate of the College of William & Mary in Virginia (Omicron Delta Kappa) and a 1965 graduate of the University of Pennsylvania Law School. Paul has been admitted to the Bar in the Commonwealth of Pennsylvania and in the State of New York. He is a Martindale Hubbell® AV rated attorney.

Paul has served as an advisor to the Center for Constitutional Studies on issues of ascending liability in religious and other nonprofit organizations, and has lectured and conducted national seminars on the same subject. He represents several national and local nonprofit religious and charitable organizations as general counsel. Paul has registered church extension fund securities and agents in 50 states, and has assisted a humanitarian relief organization that receives federal grants to establish appropriate federal compliance systems.

Paul also advises clients on the formation and operation of small and medium sized business entities and handles transactional matters for and acts as general counsel to non-public business corporations. For the last forty years, he has advised the same clients regarding the acquisition of assets and ownership interests of other business entities.

Paul also has broad experience in transnational transactions, having represented U.S. interests in more than a dozen underdeveloped countries in Asia, South America, the former Soviet Union, and Africa. He also has represented clients from underdeveloped countries that conduct business in the United States.

Although not currently a trial lawyer, Paul has litigation experience. In 1979, he represented two nonprofit corporate defendants in a six month jury trial in the Superior Court of San Diego, California, and, in 1984, successfully defended Eastern Airlines in the matter of First Pennsylvania Bank v. Eastern Airlines, 731 F.2d 1113 (3rd Cir. 1984).

When not practicing law, Paul collects contemporary drawings, paintings, sculpture, and ceramic art.
